The whole of the borough was declared an Air Quality Management Area (AQMA) in January 2002 for Nitrogen Dioxide (NO2) and particulates (PM10). An Air Quality Action Plan (AQAP) was adopted in June 2004, after a period of consultation.

There are a number of measures discussed in the action plan and taken individually, their impact on air quality within Harrow could be considered small or medium. Collectively however, the measures will complement each other, and existing policy, to make a significant contribution to reducing air pollution levels to enable the borough to meet the objectives required by the National Air Quality Strategy.
