The whole of the borough was declared an Air Quality Management Area (AQMA) in January 2002 for Nitrogen Dioxide (NO2) and particulates (PM10). An Air Quality Action Plan (AQAP) was adopted in June 2004, after a period of consultation.

Policies within this Action Plan have been grouped into the following sections:

  • Reducing emissions from vehicles;
  • Reducing road traffic – discouraging non-essential journeys by road;
  • Promoting alternative modes of transport to the private car;
  • Encouraging walking as a means of travel;
  • Encouraging cycling as a means of travel;
  • Encouraging development that does not impact upon air quality;
  • Public information and education.

There are a number of measures discussed in the action plan and taken individually, their impact on air quality within Harrow could be considered small or medium. Collectively however, the measures will complement each other, and existing policy, to make a significant contribution to reducing air pollution levels to enable the borough to meet the objectives required by the National Air Quality Strategy.
